Why is nashville having gas problems?

According to the news, here is what I've read.

 AAA Middle Tennessee district manager Jim Blott says we should be back to normal by the end of the week, maybe. The Hurricanes disrupted our supply he says.

But the rest of the story is more important, and why we are the only ones with this problem.

Complicating local supply matters is an Environmental Protection Agency mandate that a five-county Mid-State region that includes Davidson County use specially-blended, low-emission "boutique" gasoline. The reason is to improve on the region's poor air quality, Blott says, adding the requirement is the same as one in California where poor air quality is an issue.

Back-to-back Gulf Coast hurricanes - Gustav, which made landfall Sept. 1 near Cocodrie, La., and Ike, which made landfall over Galveston, Texas, Sept. 13 - meant a "20-day window of limited supply" of gasoline to Middle Tennessee, according to Jim Baker, a spokesman for Colonial Pipeline Co., which supplies about 95 percent of Middle Tennessee's gasoline.

Baker says the two gas pipelines Colonial uses to supply Nashville originate in Houston.

AAA had first predicted that when gas started flowing to Middle Tennessee at capacity after Hurricane Ike passed, local supplies would return to normal. That's not been the case.

"Right now the Nashville market is getting a full rate of gasoline," says Baker, who could not confirm when supplies were back to normal.
